- The Bureau of Energy Efficiency, Ministry of Power launched Standard & Labeling (S &L) program for appliances/equipment under section 14 of the Energy Conservation Act, 2001.
- The objective of the S&L program is to help consumers make an informed choice about various energy-consuming appliances, in terms of energy savings, that would result based on each appliance’s energy efficiency performance.
- This scheme also helps the consumer determine the cost-saving potential of the marketed household and other equipment.
The broad objective of the scheme is:
- To reduce the end-use energy consumption of appliances without diminishing the service levels
- To create awareness amongst the consumers, to make an informed decision considering the cost-effectiveness & energy performance while purchasing appliances.
- To monitor and verify energy savings that incur annually through the sale of energy-efficient appliances.
Why labelled appliances and equipment:
- Label is an initiative by government and industry to encourage consumer to buy appliances and equipment which are more energy efficient.
- Labelling of products avail information at the point-of-sale. This helps the consumers to pick out the appliances and equipment whose cost to run is minimum.
- Purchasing a labelled appliance and equipment not only provides better performance, but also has reduced consumption as compared to the conventional equipment.
- Demand of the labelled appliances and equipment encourages the manufacturer to produce more energy efficient appliances in the market.
Star Labelled Appliances:
- The key objective of this program is to provide the consumer with an informed choice about energy saving and thereby the cost-saving potential of the relevant marketed appliance.
- The program was launched in 2006 and is presently invoked for 34 equipment/appliance.
- The first 11 appliances have been notified under mandatory labeling while the others are presently under the voluntary labeling phase.
- The energy efficiency labeling programs under BEE are intended to reduce the energy consumption of appliance without diminishing the services it provides to consumers.
- To facilitate, detailed information about the implementation of the S&L Programme, BEE has launched a comprehensive operation manual titled DISHA (DIsseminating Star Labelling in Household Appliance).

Check Testing
- Check Testing is one of the essential activities carried out by BEE as a verification process to establish compliance of the displayed appliances / equipment label particulars with respect to the prescribed energy performance standards.
The check testing is done in two stages i.e., 1st Check Testing and 2nd Check Testing (for appliances failed in 1st Check Testing) as per the regulations.
- Based on the above, BEE had undertaken 1st Check Testing of the above appliances in accordance with the prescribed test procedures, in BEE empanelled National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited laboratory.
- The results of the tests confirm that the samples failed to meet the requisite parameters and standards and the terms and conditions of the permission given for display of particulars on label affixed to the appliance manufactured and sold in the market.
- In line with the provisions of the regulations, the BEE is required to undertake 2nd Check Testing of the above stated models of room air conditioners. As per the directions of competent authority of BEE, support of SDAs is required to locate the said models in the State/UT.
- For check testing TNSDA has appointed the Executive Engineers/General of 44 EDCs as Inspecting officers (IOs) as part of “Institutionalization of Enforcement machinery at state level” training already been imparted to them.
