Perform, Achieve and Trade (PAT)
  • PAT is a regulatory instrument to reduce Specific Energy Consumption (SEC) in energy intensive industries, with an associated market based mechanism to enhance the cost effectiveness through certification of excess energy saving which can be traded.
  • The energy intensive industries including the thermal power plants are the major players in this entire scheme of PAT. It refers to the calculation of SEC in the baseline year and projected SEC in the target year covering different forms of net energy going into the boundary of the designated consumers plant and the products leaving it over a particular cycle.

PAT Cycles for Implementation of Scheme:

PAT Cycle II
(2016-17 to 2018-19)

Widening study resulted in notification of three new sectors namely Refineries, Railways and DISCOMs under PAT scheme. PAT Cycle II (2016-17 to 2018-19) commenced from 1st April, 2016 covering 49 DCs from 11 sectors which include eight existing sectors along with the above three new sectors in the state of Tamil Nadu.

The last date for submission of Monitoring & Verification (M&V) reports by the DCs of PAT cycle -II for the sectors namely Aluminium, Cement, Chlor-Alkali, Fertilizer, Iron & Steel, Pulp & Paper, Textile, Thermal Power Plant, Petroleum Refineries was extended upto 31st August 2019 and for the sectors namely Railways, Electricity DISCOMs, upto 30th September 2019. The verification of the M&V reports has been completed by the State Designated Agency (TNSDA) and BEE.

PAT Cycle III
(2017-18 to 2019-20)

All the DCs (except 4 nos. which are not in operation at present) have submitted their PAT M&V reports. All the PAT related documents submitted by DCs have been verified by TN SDA and the same is presently under scrutiny with BEE..

PAT Cycle -IV
(2018-19 to 2020-21)

PAT cycle – IV was notified on 28th March-2018 wherein two new sectors viz., building sector and petrochemical sector, were included. A total of 9 DCs were notified under this cycle in the state of Tamil Nadu from Iron & Steel, Pulp & Paper, Thermal Power Plant and commercial building (hotels). Hotels have been selected as the potential designated consumer sub-sector for this cycle. Other sub-sectors in the building sector may come up in future. Under Petrochemical, naphtha crackers and gas crackers have been considered under this cycle.

PAT cycle -V
(2019-2020 to 2021-22)

PAT cycle -V commenced with effect from 1st April 2019 under which 7 nos DCs from the existing sectors of PAT i.e. Cement, Commercial Buildings (Hotels), Iron & Steel, Pulp & Paper and Thermal Power Plant have been notified in the state of Tamil Nadu.

PAT cycle -VI
(2020-2021 to 2022-23)

PAT Cycle-VI commenced with effect from 1st April 2020 under which 6 nos DCs from Commercial buildings (hotels) have been notified in the state of Tamil Nadu..

PAT Cycle - VII
(2022-2023 to 2024-25)

PAT Cycle-VII commenced with effect from 26th October 2021 wherein 40 DCs from PAT Cycle-II under 8 existing sectors (Cement, Chlor-Alkali, Electricity Distribution Companies, Iron and Steel, Pulp and Paper, Railways, Textile and Thermal Power Plant) were notified. Sector wise DCs: Cement - 12 DCs, Chlor-alkali - 3 DCs, Electricity Distribution Company (DISCOMs) - 1DC, Iron and Steel - 1 DC, Pulp and Paper - 4 DCs, Railways - 2 DCs, Textile - 6 DCs and Thermal Power Plant – 11 DCs. .

PAT Cycle - VIIA
(2022-2023 to 2024-25):

PAT Cycle-VII A commenced with effect from 26th September 2022 wherein 16 DCs from PAT Cycle-III under 4 existing sectors (Cement, Iron and Steel, Textile and Thermal Power Plant) were notified. Sector wise DCs: Cement - 1 DC, Iron and Steel - 1 DC, Textile - 10 DCs and Thermal Power Plant - 4 DCs. .

PAT Cycle - VIII
(2023-2024 to 2025-26):

PAT Cycle-VIII commenced with effect from 27th June 2023 wherein 4 nos. new DCs have been notified from existing sectors (Iron and Steel and Textile) in the State of Tamil Nadu.
